Verstappen appeared to put his front-left wheel over the yellow line while exiting the pits when switching to the hard-compound tyre after pitting on lap 22.
The incident was not looked at by the FIA stewards, but Red Bull chief Horner has since confirmed Ferrari has lodged a protest over the incident.
